But as it turned out, the judgment was inconsiderate. I couldn’t fully fathom the tremendous shock and heartache that soccer players and fans suffered from the match-fixing incident.

Along with the stricter moral standards, the heightened expectations of fans who want a fair ground were not taken into account.

We also take seriously the point that there was a lack of prior communication with related organizations, including the Korea Sports Council.

I am very sorry for my shortcomings in the process of making this amnesty decision.
